Experience
- Project Management
- 7 years experience as Owner/Operator of ClearMark Design, a CAD and GIS
consulting firm supporting large scale projects for clients including Memphis
Light Gas & Water (MLGW), Medina Electric, Kerrville Public Utility Board,
Western Resources, General Public Utilities (GPU), DEMCO and others.
Design and document systems to automate and increase productivity.

- 3 Years as International CAD/GIS Manager for OSP Consultants, managed GIS
Mapping, Conversion and Automation projects for Bell Canada, NEC Japan, MCI
and others. Set up and managed OSP's GIS/CAD offices in Austin Texas,
and in Halifax Nova Scotia with over 200 staff members. Designed and
documented systems and trained clients and inhouse staff in their use.
Designed the production system for converting Bell Canada's paper maps to a
seamless GIS map.
5 years as a Projects Manager and Consultant/Developer with Cook-Hurlbert,
supporting GIS Mapping, Conversion and Automation projects for Iowa Electric,
Medina Electric, Etobicoke Hydro and others. Helped clients convert from
manual mapping to GIS. Designed systems with standards, documentation
and training.
- Systems Management, Engineering & Mapping
- 5 years with the City Of Austin as Systems Manager, Engineering Technician
and Drafter. As Chairman of the CAD Acquisition Committee for the Public
Works and Water/Wastewater Departments, designed the benchmark, authored the
RFP, Specifications and evaluation documents for both CAD systems.
Developed inhouse documentation and training, and coordinated vendor training.
Developed and Documented standards.
Over the years, Mark has been privileged to work with an outstanding array
of professionals.
- OSP - Director of
Geo-Technical Services, Bernard Schechter has a lifetime of experience in the
mapping industry. His career included service as the Chief of Mapping for the
Army, and Vice President of Butler Graphics. His mentorship has been a bright
